WHAT IS A SERVICE LINE?
SERVICE LINES ARE THE PIPES THAT TRANSPORT WATER FROM THE WATER MAIN IN THE STREET INTO HOMES.
Chicago is faced with the challenge of approximately 400,000 legacy lead service lines, primarily situated in single-family and two-flat residences. Despite the city's drinking water meeting federal, state, and industry standards, a commitment has been made to initiate the removal of lead service lines responsibly, sustainably, and equitably.
The Department of Water Management (DWM) administers three voluntary replacement programs. These include the Equity Lead Service Line Replacement Program, the Homeowner-Initiated Program, and the Daycare Program, providing residents the flexibility to replace their lines at their own pace.
In addition to the voluntary programs, there are two mandatory initiatives for lead service line replacement. Through the Breaks and Leaks Program, DWM replaces a resident's line for free whenever a break or leak occurs. The Block Long Program ensures free service line replacements whenever water or sewer mains are updated.

EQUITY LEAD SERVICE LINE REPLACEMENT
Homeowners who meet income requirements may be eligible for a completely free full lead service line replacement- a $16,000-$30,000 value!

HOMEOWNER-INITIATED REPLACEMENT PROGRAM
If a homeowner wants to hire a contractor and remove the full existing lead service line, the City will waive up to $5,000 in permit fees.

DAYCARE LEAD SERVICE LINE REPLACEMENT
The City is offering free lead line replacement to licensed daycares in low-income Chicago neighborhoods. The Chicago Department of Water Management is proactively reaching out to daycares that qualify.

In addition to these voluntary programs, beginning in January 2023 a a new state law bans partially replacing lead service lines. Instead, a lead service line must always be completely replaced. This means both the private and public side. The following programs are designed to meet this new requirement.
BREAKS AND LEAKS REPLACEMENT PROGRAM
If your service line breaks or leaks and must be repaired, it is now mandatory to call 311 to report it. The Department of Water Management will then contact you and schedule a time to replace both the private and public sides of the line for free.
