CAPS is a collaborative initiative between the police, community leaders, business owners, and local residents, forming the cornerstone of the City's community policing philosophy. CAPS, championed by Alderman Mitchell, unites law enforcement, the community, and various city agencies to proactively identify and address neighborhood crime issues, emphasizing preventative measures over reactive responses.

Neighborhood-level problem-solving is facilitated through a range of strategies, including the presence of beat officers, regular Beat Community Meetings that engage both police and residents, comprehensive training for both parties, streamlined city services impacting crime, and the integration of new technologies to target crime hot spots.

Under Alderman Mitchell's leadership, the 7th Ward recognizes that effective crime prevention extends beyond law enforcement efforts alone. It requires a collective commitment from the police, community members, and City government collaborating harmoniously. Alderman Mitchell, or a representative from his office, actively participates in each beat meeting, demonstrating a dedicated commitment to enhancing public safety in the 7th Ward. Beat community meetings are a key part of the CAPS strategy of partnerships and problem solving.

These meetings, held on 003 and 004 police districts in the City, provide a regular opportunity for police officers, residents, and other community stakeholders to exchange information, identify and prioritize problems, and begin developing solutions to those problems.

The Chicago Police Department’s Education and Training Division also offers problem-solving training for the community. To schedule training for your beat, contact the Community Education Section at 312-746-8310 (Monday through Friday, 8 a.m. to 4 p.m.).
